ABOUT MARK MUIR

Mark is a San Diego native with 40 years in public service.  He served as a firefighter 35 years, and as chief of the Encinitas, Solana Beach, and Del Mar fire departments from 2006 to 2011.  He was elected to the Encinitas City Council and is seated on the boards of the Encina Wastewater Authority, the San Elijo Joint Powers Authority, County Service Area (CSA)-17, North County Dispatch Joint Powers Authority, the Regional Solid Waste Association, Santa Fe Irrigation District/San Dieguito Water District Badger Water Facilities Finance Authority, and the Santa Fe Irrigation District/San Dieguito Water District Joint Facilities Advisory Committee.
Water Authority Board Vice Chair Mark Muir rejoined the Water Authority Board in January 2013 representing San Dieguito Water District.  He has served as vice chair since October 2014.  He currently sits on the Administration and Finance Committee and the Legislation, Conservation and Outreach Committee and is the Water Authority’s San Diego Association of Governments (SANDAG) representative.  He previously served on the Board from 2003 to 2011, representing Olivenhain Municipal Water District.  Mark is scheduled to be the next chairperson in 2016.
Mark is dedicated to protecting and preserving our local neighborhoods. He has volunteered 15 years to be a board member of two local homeowner associations.  Strong neighborhoods are places where we feel at home.   Complete neighborhoods have a variety of functional attributes that contribute to a resident's day-to-day living and high quality of life experience and expectations.
Mark has an associate degree in fire science, a bachelor’s in emergency planning, and is near completion of a master’s in public administration from San Diego State University.  His career is highlighted with many accomplishments including being named one of the top 25 leaders in the past 25 years, Community Hero by the Encinitas Chamber of Commerce and awarded the San Diego County Taxpayer Golden Watchdog for his leadership on the creation of the North County Fire Management Services Cooperative Agreement.
Muir resides in Encinitas with his wife, Maureen, and son, Scotland.
